force column to page two before breaking to column two, page one?

I am attepting to create a bi-lingual news letter and want two columns per
page.
I want to know how to force column one to page two and only when I chose,
force column one, page two to column two, page one.

Try using a two-column borderless table instead of the Columns feature.
That's the usual approach for side-by-side translation.

Alternatively, try linked textboxes to go from page two to page one
(difficult to read, no?).

If your newsletter will be in booklet format and that's why you want to
go from a later page to an earlier page, see here:

It's not totally clear what you are doing--thus difficult to suggest a
single best route, but those are the options.

Despite Daiya's excellent & accurate suggestions you'll find this is *not*
the type of doc layout to which Word lends itself without a fight. If
available you may want to consider using a page layout program - such as MS
Publisher - which is designed for such purposes.
