Force Legal Size Paper for Report

I have a report that is constantly having it's size status change to "Letter"
after it has been setup under Page Setup to "Legal". Is there anyway to
force this to stay "Legal"? Everytime the user runs the report they have to
reset the Page Size to "Legal". Any help would be appreciated.
