Forcing Default Message Content

In a Microsoft Exchange 2000 environment, is there any way of doing the
following:

Designing and forcing the use of a customized message template.
Forcing the use of a customized message signature.

To do what you are asking it can be done by opening a new message
-create the message and if necessary whom it goes to - in the format you
want - but instead of sending the message go to file and choose save as - in
the save window give it a file name then choose the drop down for file type -
choose outlook template (*.oft)

this template can be placed on a users desktop and when it is needed to
be used the user can click on it fill in the necessary info (if any) then
send it off.

That is close to what I want, but not quite.

The need is for a corporate standard message format where all users on the
corporate Exchange system would be "forced" not "obligated" to use the
default layout and signature in all messages to enforce a uniform look and
feel to all corporate messaging.

Just for a thought - Outlook when it opens must point to a default .oft to
open - Can this file be replaced with the action listed below to give the
desired result?

any info which can replace the default.oft?
