Forcing users to select read only or read/write MSPS 2007

Hello All,
I was looking for a way to force users to select between READ ONLY and
READ/WRITE instead of it defaulting to READ/WRITE when opening projects in MS
Project 2007. Any suggestions would be a huge help.

Unless you write some VBA code, the only way to do this is:

When using File Save as select the tools drop down.
Select General Options and check the Read-only recommended option.

When I select "file save as" I don't have a button for tools... Why? am I
missing a setting somewhere???

I'm sorry, I need this for Server 2007... and VBA code would be ok if you
have any...

Rod, how about against a MS Project Enterprise Server file? That doesn't seem
to have a 'Read-Only Recommended' optioin available.
