Foreign language turns into " ? "

Hello,
I am asking this question on behalf of my alumni friend who is not
computer-wise.
My friend is using Windows XP, and Outlook 2007 as her e-mail program. She
is using the computer at University Library. The computer is in Plain Text
settings which she is not allowed to change.
Here are her problems :
1. When she tried to send us, the alumni , NEW e-mail which included Chinese
words, the Chinese words in the subject column turn into a bunch of " ? ".
However, the Chinese words showed up ok in the message body.
2. When she REPLIED , the Chinese words in the message body were just a
bunch of question marks.
I use Windows Vista, and I tried to tell her to do the following :
For problem #1: Tools > Options > Send > International Settings >Un-check "
when replying to message always use English Headers "
For problem #2: Tools > Options > Send > Un-check " Relying to messages
using the format in which they were sent "
BUT, in both cases, she said after Tools, Options, there was no SEND tab
available. So, she couldn't go on.
Any help please. Thank you.

Two things:
- when sending messages that contain multibyte characters such as
Chinese, always specify the correct encoding for the message (e.g.
GB2312 or GB18030 for Simplified Chinese, Big5 for Traditional Chinese)
- to send or receive multibyte characters in the message headers
(Subject, From, To), Outlook must run in Unicode Mode; for details see
