Form pupup in access 2007

I can’t resize the popup form in access 2007.

I follow the steps below to fix the size that I need.

1. Open the popup form in design mode
2. Change the border style to from dialog to sizable
3. Click on the button form view without save
4. with the mouse I increase or decrease for the correct size
5. Close and save the changes design
6. Open the form in design view
7. Change the border style to Dialog
8. click on the button form view without save
9. Close and save the changes design

With these procedures I can fix the popup form size that I need in access 2003

In access 2007 I cannot fix the size that I need. After the steps before,
when I open it, the popup has the original size.

Any suggestions?
