Format auto shape/Picture tab is greyed out

How do I insert a picture under format auto shape. I am
trying to do this in Office 2000? The picture tab is
greyed out. Is there something I need to do?

I also have Office XP on another computer. With that
version I can't insert pictures in text boxes or auto
shapes correct? Why did they do away with that feature
or is it hidden somewhere?
