Use a custom number format of 000000000. Go to the Format menu,
choose Cells, then in that dialog the Number tab. There choose
Custom from the list and enter 000000000.

You have to prefix with an apostrophe, enter '000123456

However this is a real pain, does anyone know a way to format the
cell?
