This is driving me grazy

I am talking about form Cell Custom

If I put in 00 (Numeric) under Type: not a problem.
If I put in 000 (Numeric) under Type: It changes to
Special Locale (Location):Chinese (Taiwan)

I am using Office professional XP

Please why
