format cells - pattern won't change

cells BP36-38 won't change when I try to format them with a white or "n
color" pattern. Pls. see attached file

They're not formatted in the 'regular' sense, but
conditionally. Go to menu--Format--Conditional format..
and delete the conditions.

Many of the cells in column BP have Conditional Formatting set.

They will not change color unless the Conditions are changed.

Select one or more of the cells and Format>Conditional Formatting to see the
conditions.
