Format of date/time field from CSV to XLS

When I open a CSV file containg date/time data, the data
in the field displays only the time. When I change the
format of the field, the date is displayed, too. Is there
a setting I can change in Excel or Office so the field
will be displayed with both the date and time component
when the CSV file is opened?
