Format Style - Tables & Cells

I used Format | Style to create a user style for table borders and another for cell borders. This was to override whatever the default was for the template I bought.

(1) Is this how I should have gone about making the change?
(2) I expected the 2 user styles to show up as choices when I tried to format a style for another table on another page, but they did not. Should they have?

You need to modify the template/theme.
