Formating Data pasted from internet

I have copy/pasted data from a government online report. The repor
said it was designed for easy export to excel. I have two problem
which I think have one source. I cannot reformat dates. They come i
looking like dates, but I can't change the format. The second proble
is when I try to graph the data and select four data points, they al
try to plot on one point on the graph. If I select the data serie
point, it contains all 4 values. On the other hand, each cell seems t
contain separte data ... i.e., it is not all test in the first colum
just overlapping to others. I am at a total loss. Can anyone help

The dates are imported as text, instead of dates. There are some
techniques here, that you can use to convert them:
