Formating greyed out in Outlook 2003

My formating tabs are all greyed out. Thus I cannot change the format of any message I create.

Any help appreciated

Change from plain text to HTML and don't use Word as you email editor. Format will be available in the body of the message, but not in the TO/FROM fields.
