Formating Themes and publishing them to the web

I am trying to publish a theme I designed to the web but I can't get the images to show up when I bring up with explorer. When I preview it in Frontpage it looks fine. Is there something I am doing wrong or does anyone have any suggestions

You don't publish a theme, you publish a site in FP using the theme
If you are not publishing a FP Web/Site w/ FP
0 make sure to upload the hidden folders named _themes and _derived
