How can I use a border within a business card format?
When I try to use the border function (to get a top-and-
bottom only border), it places one of the border lines
outside of the card. How can I fix this to get the
appropriate border?

Business cards are labels. Labels are tables. Set the appropriate table
borders and apply to *paragraph* not to table. So set a top and bottom
border will put two lines in the middle of the cell. Use SHIFT + enter to
insert line breaks or you will get more lines!
Alternatively paragraph styles with borders as appropriate should do the
trick.

OK, so how do I get the borders to align at the top and
bottom of the cell? I can kind of move them by inserting
more returns, but they don't line up exactly.
I found an easier way, though: use the "All" button in
the "Borders" menu--that works, only I want a thicker
line--so can I get one that's thicker than 6 points?

You don't want them at the top and bottom of the cell. If you did, you would
use a cell border. But a cell border will print between the labels. And
unfortunately in Word you can't get custom-width borders through the Borders
and Shading dialog.
