Formatting C

I tried to reformat my computer but didn't delete the old partition thinking i could save the information i had. But that backfired because now i can't do anything on my computer. i can't get to dos without an error saying the computer is rebooting to prevent damage. When i use my windows cd it won't delete anything either due to the same reason. All i want is to start all over. How can i go about this.
