Formatting /template - back to school

I am trying to figure out how to put a simple vertical line on the right-hand
side of a OneNote page, about 1.5 inches in. I have gone through the
templates as well as modification options and don't seen anything quite like
this. I am returning to the classroom after many years, and simply want to
use the area to the right of this line for entering words that I will use as
memory triggers to the material on the rest of the page, for study purposes.
I would then make this my basic note-taking template. Any thoughts?

(Also if there is any guide to OneNote geared toward classroom use by
post-grad and professional students, would love to see that.)

You didn't mention using the drawing toolbar and "insert a line".

If your problem is that this line is not exactly vertical then hold down
the shift key during drawing.
