formatting toolbar

Version: 2004
Operating System: Mac OS X 10.4 (Tiger)
Processor: Intel

I have Word 2004 for Mac, version 11.5.0. I cannot get the formatting & reviewing toolbars to appear at the same time. When I open a doc, I get standard toolbar + reviewing. Pulldown menu shows a checkmark next to Formatting, but I have to uncheck and recheck in order to get Formatting to appear. But then Reviewing disappears. I wish it were possible to communicate in electronic letters how maddening and infuriating this is.

I have never heard of this one: I wonder if they are stuck on top of each
other?

Instead of Checking/Unchecking, drag the Reviewing toolbar down the screen
and see of the Formatting toolbar has become stuck under it?
