Formatting when combining text & value in a cell

The value of my cell is

="Product Margin is "&Z5

Z5 is 63.6% (in Z5) but 0.63653676693 in my combined cell. How do I
format the percent when combining text & value? Thank you for your
time.

="Product Margin is " & TEXT(Z5, "0.0%")
