Forms Server a version of Office?

Can one get Forms Server2007 and not upgrade from Office 2003? Or is Forms
Server a flavor of office that includes upgrades to the 2007 version of Word,
Excel, etc.?

Noneed to upgrade to Office 2007. you can use office 2003 with forms server
