Forms: subject line determines email recipients

Moving beyond the basic FP form, I want to have the
subject line of the form determine who gets the email.

My FP reference book mentions a Software Development Kit
and Collaborative Data Objects, but I could make heads or
tails of what it said, or find additional resources where
the book told me to look.

Direction, assistance will be appreciated.
