Checking and unchecking the formula bar has no effect. I see no formula bar anywhere.

It may be corrupted preferences, you can reset all Excel preferences by
trashing com.microsoft.excel.plist and the Microsoft folder from preferences
in your user, this will reset all customized toolbars and also your custom
dictionary if you have one.
Make sure Excel is quit before you start.
The file and folder can be found in: Macintosh HD - Users - The folder with
the house - Library - Preferences - look for com.microsoft.excel.plist and
the Microsoft folder and drag them to your trash. Don't empty the trash yet
because then you are still able to restore the files if needed.
Restart Excel and the formula bar will probably be back when you check it.

When you say "anywhere" are you looking *outside* the workbook window? :)
Excel 2008 does not present (or provide for) the Formula Bar as docked
within the window.
