I've read the suggestion by CyberTaz to change my screen resolution and try to grab the bar that way, but it does not work (my screen was already at the highest resolution; I tried quitting Excel, setting the screen to a lower resolution, reopening Excel and changing back to a higher resolution, but that did not work either.

I have Excel for Mac 2008 v12.1.9 and am running OS X v10.5.7. Any additional suggestions would be greatly appreciated.

OK, it was worth a shot, but now it's time for corrective surgery :)

Quit Excel, then go to User/Library/Preferences/Microsoft/Office 2008,
locate & delete the file named Excel Toolbars (12). Things should be put
right when you next launch the program. NOTE: If you have modified the
built-in toolbars or created custom toolbars you'll lose the customizations.
