CAN ANYONE TELL ME HOW TO FIND THE FLOATING FORMULA BAR. IF I SELECT "Formula Bar" UNDER "View", NOTHING APPEARS.

I don't know about XL08 behavior, but in XL04 the formula bar can play
hide-and-seek behind another tool bar. Try closing or moving other
visible toolbars to see if you can catch the formula bar.

It's most likely tucked up under the Menu Bar - take a close look below the
Menu Bar's bottom edge & if ou see it peeking out grab its left end &
pull:) A PITA bug that hasn't yet been fixed.
