formula that gives me a random number less than other number

I need a formula that looks at a number and gives me a random number that is
less than the original number. I'm trying to set up an automatic page with
substraction problems for my 2nd grader.

You can use RANDBETWEEN but you need to load the Analysis Tool Pack.
