Formula to bring up to # but not over

I'm looking for a formula that will sum a series of numbers up to a max of
$10,000,000 and not go over.

So if the cells were:
A1 B1 C1
8,700,000 5,000,000 10,000,000

A2 B2 C2
8,700,000 1,000,000 9,700,000

I would like a forumla that adds A1 and B1 so that the answer is a maxed at
10,000,000. Thanks
