One good reason is that in a reply, Outlook already has a list of addresses.
In a forward, however, since it is a new message, there is no preexisting
list of addresses, and since Outlook has no "read my mind" add-in, how do
you expect Outlook to know to whom you wish to forward the message?
If I understand what you want, you could try one of two approaches: 1)
choose Reply All, right-click the address list and choose Copy. Close the
reply window. Now forward the message and paste the address list intot he
appropriate recipient field. or 2) open the message so that it is displayed.
Then go back to the Inbox and click Reply All to open another compose
window. Now just drag the attachment from the open original message to the
compose window and drop it there.
Remember, though, that if you received an attachment on a message, so did
all the other recipients. You appear to want to be able to forward that
same attachment back to all the people who already received it. Why would
you want to do that, since they already have it?
