Forwarded Outlook XP attachments are corrupted

We recieve PDF attachments and sometimes they are sent to
the wrong people. So we forward them to the proper
person. When the proper person recieves the forwarded
attachment, they can't open the PDF file. It
says "Insufficient data for image." Has anyone ever
heard of this? Thanks.
