Foxfire & Netscape show part of borders

I started a blank page, inserted the cross “table layout†and merged the 2
cells @ the top of page together. Within the 2 merged cells I inserted a
table with 1 row and 3 columns. All exterior lines received a “5†black
border size. When I previewed in FireFox and Netscape, the black border
displayed except the very top of page border and the left side down to where
the banner/header meets the navigation column. Instead in FireFox and
Netscape it displayed as a light gray color. Is this fix able and if so how?
By the way, can the standard border color (light gray) be changed and if so
in what process? IE 7 displays all black borders.
