FP 2003 TCP/IP problem?

I have upgraded to FP 2003 from FP 2000. Running WP Pro/SP1. Have office Xp
installed. When I try to create a site, get this error:

Accessing HTTP servers required 32-bit TCP/IP networking, which is not
installed or may be misconfigured.

I looked as some MS knowledgebase articles, but they are really old, and
talk about installing winsock 1.1, etc.

Any help appreciated.
