FP Closes when page banner is added

Good Morning,

I have FrontPage 2002 with SP3, running Windows 2000 on
2.8 gig w/ 1gig RAM, & Office 2002, SP4.

I start my web page, choose a theme, but every time I
attempt to add a page banner at the top, it encounters an
error and must close.

This computer was just delivered by IT yesterday, brand
new with a fresh load, there should be no reason why it
doesn't work. Anyone had any experience like this? There
are times when I can see the banner come up, but it closes
within 30 seconds.
