FP - creating an online photo directory

Since I don't know where to start, I'll try this group.
Our church has a webmaster, our own server and uses FP to
create sites. I want to propose an online membership
directory with family photos for the congrgation of 3,000
famlies. Is there an FP add-in or stand alone software
package to handle this project. I would want to have the
database searchable by keywords or new posts, etc. Thanks
for any suggestions.
