FP Not Publishing HTM Files

Has anyone ever experienced an inability to publish HTM files to a FPSE 2002
server? Apparently, the directory structure is being created when publishing,
but none of the files HTM or otherwise are being published. The user is
receiving an error that the do not have sufficient rights but when I check
FPSE they have advanced author rights. Any ideas?

Unfortunately, no. It is happening to multiple users.

Does each user have a User Account on the Server, if running Windows IIS?

They have accounts through our domain. Permissions were based on the
domainname\username model.

Ok, are the Users name assigned with authoring rights for the web space?

The have browse permissions to the rest of the sites including the root web.
Is that sufficient?
