FP option in IEP drowdown File menu

I know this is fundamental, but I've never figured it
out: why does the option "Open with Front Page" sometimes
appear in Explorer's drop-down File menu and sometimes
not. I had been accustomed to editing my site directly
from my browser, now I can't. How come?
