FP2000 Navigation Bar

I recently upgraded to Win XP Home Edition from Win 98 SE. I'm using FP
2000. I can't get the navigation buttons to appear in the shared border
without adding every page to the Nav. Bar. I don't want every page shown in
the Nav. Bar but I want the Nav. Bar shown on every page.
I have tried all the methods shown in the Frontpage Help files, but nothing
works. This wasn't a problem under WIN 98 SE.

In FP2003,
Add every page to the Navigation View. These will appear as yellow
boxes in Nav view.
For those pages you do not want to appear in the navigation, right
click the yellow box, and click "Included in Linkbars" - the box, and
all/any pages under it, will turn grey. Use the same process to
revert the grey boxes to yellow.
The "grey" pages will display the linkbars, but will not be included
in the link bars.

In FP2000, tested on Windows 98SE and Windows XP, with FP2002
extensions and with FP2000 extensions, you cannot display a link bar
on a page unless that page is included in the link bar.
