FP2002 compatible w/ win '98?

Is FP 2002 compatible with Windows ’98? I have done forms before using a lower version of FP, but now when you hit the submit button you get

“FrontPage Error.
User: please report details to this site's webmaster.
Webmaster: please see the server's application event log for more details.â€

The form results do show up in the file but does not get emailed to me as I have it set up for. I never had this problem before. Can someone please help? Thanks.
