FP2002: Using LinkBar on non-IIS site

I want to use the LinkBar navigation on my FP2002 site,
but my ISP doesn't allow FTP deployment or any other
publishing mechanism except for uploading one page at a
time. Is there anyway to still get the LinkBar
navigation to work here?

IMHO find a new host
