If we have a license for the 2000 version, will it be able to do the
maintenance on the pages that frontpage2003 version maintained?

Yes, but only if the site doesn't use any features that
were new in FP2002 or FP2003.

If you think the site might, in fact, use one or more new
features, then you probably need to upgrade.
