FP2003 Navigation Structure does not upload

The navigation structure appears perfect when I preview my site.

However when I upload it, a previous version is retained, even though the
page content and navigation structure has changed.

I'm tearing my hair out trying to work out how to solve this - can anyone
help?

With your local web open, click Tools > Recalculate hyperlinks.
Then publish.

If that doesn't work go here: http://www.95isalive.com/fixes/fpclean.htm
and download a copy of FPCleaner.
Run the functions that clear the Hidden *.web files and the Hidden Temporary files.

Then open your web and recalculate hyperlinks.
