FP2003 Open versus Open Site

I can use " Open " from the File Menu to open a www.domainname.com site for
editing, but I can't use " Open Site " from the File Menu to open a
www.domainname.com site for editing. Why is this?

What happens when you enter the url in Site Name in the Open site Dialog??
