FP2003-shared borders from FP2002 inconsistent

I just switched to FP 2003 and am having big trouble with shared borders. No
- I don't have time to change all my sites to DWT. I can't explain the
problem, sometimes they show up sometimes they don't. Sometimes they show up
in FP, but don't show up when I upload them to the web. try www.doneff.com
and you'll see the shared border. Go to the new homes page and you'll see
it's not there.

IMHO
Remove the shared borders and apply the content of them as html in the DWT
