Laptop with WIN10 and FP2003 11.8339.8405 SP3.
In FP2003 I have changed default charset to utf-8.
My provider updated some database, and after that the danish chars look wrong as two chars, somtime only an ?. To solve this they altered all my pages with "<?php header('Content-Type: text/html; charset=utf-8');?>" in the top.

When I load the pages in FP2003, all the danish char is wron. See A2.jpg.
When I with the keyboard changes the wrong chars to the danish (B2.jpg), and upload the page, the danish chars on the www are wrong again. See the six chars in top B1.jpj.
If I start a new page (C1.jpg) and use the danish chars, it work OK, se C2.jpg.
For mee it look like there are some hidden information in the old pages!
