fp98 mess

This problem has quite a history and I have tried many things to no avail. So I will try to be articulate and complete.
1. I have a new compaq with Windows XP.
2. I have installed FP98 on my other computer about 6 months ago with no problems.
3. I have installed FP98 along with the composer excluded installing Internet Explorer because I have a current one on the computer(thru desperation I attempted to install the FP98 IE thinking it may not be compatitble with my current one and it would not let me. Error mes 'you must have NT SUR 4.0 gold (version 1381) to install.) So that thought went out the window.
4.The core to the problem is that when I try to import a old site to the new location, or create a new site or do just about anything to start this program it will default into trying to go to a predetermined location (shop-WO4GTXLD67 which it decided was my IPaddress at the time of upload)(I am an ATT member)So it goings into this loop -no matter what I try it will say'the server shop-WO4GTXL67 timed out current request does not complete'. I have tried to go into the change button and change this. I have tried just about every destination(except my website for fear it will publish something to screw up that site and would take me days to fix.)
What I had origianlly wanted to do it to backload my 5 location web site to my new computer. That seemed impossible so I had Office Depot backload one of these locations to a CD tried to change the location to the e: -it didnot like that because it was not an internet addy.
Why is this so difficult when I just did this on a differnent computer and it wasnt? I was thinking it was some stupid setting somewhere that was causing a problem but noone seems to be coming up with anything?
Also the cd was programed into a readonly and that was changed.

FrontPage 98 requires the Personal Web Server ( PWS ) and XP does not
support PWS. You need to do a custom install and install only the FP
Explorer and FP Editor portions of FP98 on an XP machine. Also you will
have to work on your webs as Disk Based webs. Unfortunately it is extremely
difficult to make FP98 work on a Windows XP machine.
You should use FP2000 or higher.

Not only install it in the prescribe manner below, but when you are through
with that, purchase an upgrade of FrontPage 2003. The reason for this is
that the FP 2003 will want to see a previous version of FP (and it does not
care old a version either). The reason for the upgrade is that:
1. It is compatible with XP
2. Upgrades cost less the full versions (I upgraded to FP 2002 for
$168.00(USD) versus something close to $400.00(USD) for the full version).

If planning to upgrade, there is no reason to install the prior version, as you only need to have
the CD available.
