Frame Locking problem in FP2003

Hi,
Does anyone know how to make the frame locking properties work in FP2003; I want to disable text resizing for an entire page in the browser. The frame properties features are disabled on my version. I have re-loaded, re-activated, and re-registered the product with no help. Am I missing a step somewhere. Any help would be greatly appreciated.

Frames have no control over a user's ability to resize text on a page. Frame properties are only
available when you have a frameset open in FP and you have configured FP to support Frames, look
under Tools | Authoring options, etc.
