Frame moves around between Print layout view and normal view

How do I get my frame to stay put? It looks the way I want
it in Print layout, but when I switch to Normal view,
it "squashes up", or moves around.

Frames are never displayed "in place" in Normal view, which is not intended
to be WYSIWYG.
