I am using the "Contents" template that comes with Front
Page 2000 for a Frames page but when I try to "Preview,"
the Frames page (Frameset) does not stay put. Also when
I try to upload via FTP to my website, the Frameset or
Frame Page will not work.

What am I doing wrong?

When you created the "Contents" Frame you should have 3 file
1- Your Navigation (nav.htm or whatever you named it
2- Your Content (main.htm or whatever you named it
3- Your Main Page which holds the frameset (page.htm

If you have these pages created, in order to see them properly you would need to navigate to your main page url (page.htm).

Can you also provide a url to the page, so people can look at your frameset and help you with the problem

If your frames are shifting on you, then it may be that your widths are set to % rather than pixel. To determine this open your frameset page and right click on your navigation frame > Frame Properties. In the frame size set it to pixel widths if you wish it to fix to a size
