Free Busy Times

I'm not using an Exchange server. I have all Outlook 2002 and 2003
clients and are setting them up to publish their free/busy data to a
file server via http. The problem I'm seeing is the hashed lines when
planning a meeting showing that their is no data for that user.
Actually there is data and that data is on the server in the users .vfb
file. Infact, in Outlook 2003 if I plan a meeting and enter the users
name, it underlines the address but I get the hashed lines even though
the user is setup to publish and infact has gotten a "you have
successfully published your free/busy info" from their client. If I
right click on the address and choose "Schedule meeting" a new meeting
planner window shows up and their free/busy data is there! If I type
the name in manually, doesn't work. No free/busy data. What is up with
this?
