In February 2004 Microsoft had a program PSPP for commercial printers
(Publisher Service Provider Program)to get a copy of Publisher 2003 of which
I have. I can't find the website for this program. Does anyone know the link.
Thanks

The link at the bottom is no longer working.
You might try using the email address.

This program is only in effect for members of the Publisher 2003 Print
Service Provider Program (PSPP) To find out more about this program I have
spent well over 10 hours looking through their Website and on the phone with
the friendly folks in India and Redmond. It is almost impossible to find
anyone in the Microsoft World who knows anything about this. Don't waste your
time with a phone call to Microsoft.

Microsoft sent an email out in late March and early April 2007 from
(e-mail address removed) with the subject line of Important Update from
Microsoft Publisher Service Provider Program to members with information on
obtaining your free copy of Publisher 2007.
To get this resolved send an email to (e-mail address removed) that has your PSPP
ID number, User Name and Password.
If you can't locate these numbers send an email anyway to the
(e-mail address removed) and explain your situation. I would include the Publisher
serial number for Publisher 2003. That may be of benefit. You can get this
number by opening Publisher 2003 and click on the Help button at the top of
the tool bar and select About Microsoft Office Publisher.
Hope this helps.
