Free Rotate grayed out

I'm trying to rotate a picture in Word (by an angle not a multiple of 90
degrees), but the "Free Rotate" option is grayed out. Likewise I am unable
to rotate it using the "Format Picture" options. I have no art/drawing
programs on this computer that will rotate pictures (other than MS Paint,
which only rotates by multiples of 90 degrees). Why is the Free Rotate
option grayed out, and how do I get it back? Please help - thanks :)

Your picture is In Line With Text. Click on the picture to display the
Picture toolbar, then click on the Text Wrapping button (dog icon) to
display the wrapping menu and choose a different wrapping style.
